Dispersant Mission Planner (DMP2)

The new Dispersant Mission Planner 2 (DMP2) is a tool that spill responders and planners can use to assess dispersant application system performance.

DMP2 is an update to the Dispersant Mission Planner that was originally part of the Spill Tools software collection. Its new features:

  • DMP2 enables Oil Spill Removal Organizations (OSROs) to evaluate Effective Daily Application Capacities (EDAC) for different dispersant application systems, using DMP2's EDAC Mode. This allows OSROs to evaluate compliance with the dispersant application requirements in new Coast Guard rules.*

  • In Operational Mode, DMP2 provides general performance estimates for the application of dispersants involving a specified oil spill concentration, application platform, and scenario.  It can be used to refine and optimize system configurations and to examine staging and logistical support.

Downloading and Installing DMP2

To download DMP2, click on the appropriate download link (Windows or Macintosh) at right. The files are in zipped (compressed) format so that they can be downloaded quickly. Most browsers will automatically uncompress the file, but if yours doesn't, you can use WinZip or StuffIt Expander to uncompress it.

Once the file is downloaded and uncompressed, follow the instructions in the DMP2 ReadMe.

Using DMP2

The DMP2 software includes a link to detailed documentation. In addition, the download includes sample exercises that guide the user in the use of this software.

Acknowledgements

NOAA's Office of Response and Restoration thanks the American Petroleum Institute, the U.S. Coast Guard, and ExxonMobil for assistance in preparation of DMP2. DMP2 is based on original algorithms provided by Spiltec, coding provided by Genwest Systems, Inc., and platform data provided by CA Huber, Inc.

*Effective September 30, 2009, the Coast Guard's rules for facility and vessel owner planholders will require dispersant capability. To demonstrate this capability, planholders will need to make manual calculations of EDAC for each dispersant application platform they intend to use, or use DMP2. [back to text]
