Qualification Regulation of the IWF for the
2004 Olympic Games in Athens
1. The Olympic weightlifting competitions will be organised for 8 bodyweight categories for men (56, 62, 69, 77, 85, 94, 105 and +105kg), and 7 bodyweight categories for women (48, 53, 58, 63, 69, 75 and +75kg).
2. The total number of participants is 260 of which:
The participation of the 260 athletes may be earned through the following qualification system.
A. MEN
1. Main Qualification: 2003 World Championships
The Main Olympic Qualification Event is the 2003 World Championships. NOCs may nominate a number of athletes to the Olympic Games according to the position they achieved in the team classification of the 2003 World Championships. The team classification is calculated only from the Total result as per the IWF Technical Rule 5.8.3 and 5.8.7
When two or more teams have the same points and same places in Total, points as per the IWF Technical Rule 5.8.3 for the Snatch, Clean & Jerk and Total will be allocated for the final classification.

2. Continental Qualification
1 (one) Qualification Event will be held for each continent. Qualification only for
NOCs, which could not earn qualification in the World Championships! NOCs qualified in the World Championships will be disregarded in the Continental ranking!
NOCs may nominate a number of athletes to the Olympic Games according to
the position they achieved in the team classification of the Continental Qualification Event.
The team classification is calculated only from the Total result as per the IWF Technical
Rule 5.8.3 and 5.8.7.
When two or more teams have the same points and same places in Total, points as per the IWF Technical Rule 5.8.3 for the Snatch, Clean & Jerk and Total will be allocated for the final classification.

3. Individual Qualification
8 (eight) places will be allocated based on the Olympic Qualification Ranking Lists to the athletes ranked in the top 15 places in every bodyweight category, from an NOC, which has not gained any qualification places through the World Championships or Continental Qualification Events.
If more than 8 weightlifters fulfil these conditions, the IWF has the right to take an appropriate decision based on the Olympic Qualification Ranking Lists.
The Olympic Qualification Ranking List considers only one athlete with his best result per NOC and per bodyweight category and contains the results of the Qualification Events: - 2003 World Championships
- 5 Continental Qualification Events
- 2003 Grand Prix Events
The athlete is allowed to participate in the Olympic Games only in the same bodyweight category in which he qualified.
Maximum 1 athlete by NOC may win qualification on this individual basis. If more than one weightlifter or the same weightlifter in more than one bodyweight category fulfils these conditions from the same NOC, the NOC has to decide who or in which bodyweight category will have the right to participate.
4. Tripartite Commission (IOC-ANOC-IWF) Invitation places
The Tripartite Commission shall, in consultation and on the basis of requests submitted by the NOCs, allocate a total of 10 invitation places to NOCs, in a gender proportion of approximately 6 men and 4 women. NOCs shall apply for these Invitation places by 30 June 2002. The Tripartite Commission will make a priority list of invitation places by 31 August 2002 and will confirm the allocation of invitation places by 31 May 2004, following the completion of the qualification process.
5. Host NOC
The host nation shall directly qualify 6 male athletes.
B. WOMEN
1. Main Qualification: 2003 World Championships
The Main Olympic Qualification Event is the 2003 World Championships. NOCs may nominate a number of athletes to the Olympic Games according to the position they achieved in the team classification of the 2003 World Championships. The team classification is calculated only from the Total result as per the IWF Technical Rule 5.8.3 and 5.8.7.
When two or more teams have the same points and same places in Total, points as per the IWF Technical Rule 5.8.3 for the Snatch, Clean & Jerk and Total will be allocated for the final classification.

3. Individual Qualification
7 (seven) places will be allocated based on the Olympic Qualification Ranking Lists to the athletes ranked in the top 10 places in every bodyweight category, from an NOC, which has not gained any qualification places through the World Championships or Continental Qualification Events.
If more than 7 weightlifters fulfil these conditions, the IWF has the right to take decision based on the Olympic Qualification Ranking Lists.
The Olympic Qualification Ranking List considers only one athlete with her best result per NOC and per bodyweight category and contains the results of the Qualification Events:
- 2003 World Championships
- 5 Continental Qualification Events
- 2003 Grand Prix Events
The athlete is allowed to participate only in the same bodyweight category in which she qualified.

C. GENERAL CONDITIONS
1. If a NOC chooses not to use all qualification places, or if individual qualification places are not to be allocated, the qualification places shall be allocated by the IWF with consideration to the current Olympic Qualification Ranking List.
2. No reserve athletes may be nominated to the Olympic Games and no additional athletes may obtain accreditation and accommodation at the Olympic Village to the debit of the total quota of 260 weightlifters.
3. The 2004 Olympic Games Qualification Events will be designated by the IWF. The Qualification Events must be organised according to the IWF By-Laws, Technical Rules and Anti-Doping Policy and under the supervision of the IWF. The Regulations of the Qualification Events must be approved by the IWF. An IWF Delegate must attend the events, to the expense of the Organisers.
An anti-doping control must be carried out, according to the IOC - IWF rules, surveyed by an IWF Anti-doping Delegate attending to the expense of the Organisers.
4. In any questions not regulated in this document, the IWF President, IWF General Secretary and IWF Technical Committee Chairman jointly have the right to take decisions.
