Head of Military School at Center of Russian Army Torture Scandal Dismissed

Russia’s Defense Minister and Deputy PM Sergei Ivanov has ordered the dismissal of the head of the Chelyabinsk military school where a brutal attack on conscripts took place over the New Year holidays.

The minister ordered on Friday to dismiss and retire from military service Major-General Viktor Sidorov, the ministry’s information directorate officials were quoted by Interfax news agency as saying.

Later, Russia’s chief military prosecutor Alexander Savenkov said the criminal proceedings had been instigated against Sidorov. It was reported that the head of military school had been aware of the attack but had not informed the military district headquarters, nor the Main Commisariat of Land Forces.

In early January, senior soldiers at the Chelyabinsk Tank Academy forced Pvt. Andrei Sychev to squat for several hours, tied him to chairs and beat him. He has since been in hospital with gangrene, and doctors are now fighting for his life after his legs and genitals were amputated. Seven other conscripts were also beaten and humiliated.

Ivanov ordered the chief of the General Staff to personally investigate the incident.

The minister also made a decision to “toughen punishment for concealing information on crimes, incidents, hooliganism in barracks and relationships not prescribed by the regulations.”

Although the incident in Chelyabinsk took place at the beginning of the month, it was only made public this week.

The Soldier’s Mothers Committee has in turn demanded Ivanov’s resignation.

Meanwhile, four criminal cases have been launched against soldiers at the academy. Seven servicemen including three officers have been detained. Junior Sergeant Alexander Sivyakov, who beat Sychev, faces charges of exceeding his commission that led to grave consequences.

Rumors appeared that the tank academy will soon be closed, but military commanders have dismissed those media reports.

It is not the first scandal involving the academy. Recently local police detained an academy student who was trying to sell 500 grams of heroine.

Last year an academy staff instructor was given a 2-year suspended sentence for illegally buying and selling arms. During a search at his apartment and country house 1.5 kg of artillery gunpowder, 9 trotyl sabers, 50 electrodetonators and numerous shells and signal flares were found.
