Statement by the Press Secretary
On Tuesday, November 11, 2003, the President signed into law:
H.J.Res. 52, which recognizes the Dr. Samuel D. Harris National
Museum of Dentistry as the official national museum of dentistry in the
United States;
H.R. 1516, the "National Cemetery Expansion Act of 2003," which
requires the Department of Veterans Affairs to establish six additional
national cemeteries;
H.R. 3365, the "Military Family Tax Relief Act of 2003," which
increases the death gratuity payable with respect to deceased members
of the Armed Forces and excludes such gratuity from gross income, and
provides additional tax relief for members of the Armed Forces and
their families;
S. 470, which extends the authorization to construct a memorial to
Martin Luther King, Jr., Washington, D.C.;
S. 926, the "Federal Employee Student Loan Assistance Act," which
increases the annual and aggregate amounts that Federal agencies may
offer a qualified employee to assist in repaying a student loan;
and the following bills that name Federal facilities:

H.R. 1883, Eddie Mae Steward Post Office, Jacksonville, Florida;

H.R. 2309, Stephen Horn Post Office Building, Long Beach,

Pennsylvania;
H.R. 2396, Francisco A. Martinez Flores Post Office, Duarte,
California;
H.R. 2452, Brian C. Hickey Post Office Building, Bethpage, New
