CA 18 set to show Mugabe exit door

NOW that the dust has settled on the rather desperate propaganda by Zanu PF and the two MDC factions that the 18th constitutional amendment is a negotiated breakthrough within the Sadc-mandated mediation in Zimbabwe, the one burning issue that most Zimbabweans still want clarified is whether on its own the amendment has any national significance beyond offering President Robert Mugabe a Machiavellian opportunity to smuggle his ambition to rule for life.

Although this has been ignored or misunderstood, the 18th amendment contains an important but unintended national significance along with its intended personal purpose of seeking to bolster Mugabeʼs grip on power.

 

The unintended national importance is that, by reducing the presidential term from six to five years to synchronise it with that of parliament and local government councils with effect from March 2008, the amendment effectively calls for an early and much needed general election to resolve the Zimbabwean crisis.

 

In a constitutional democracy, which Zimbabwe is struggling to become, the only way citizens can respond to a biting national crisis is through a general election.

 

The fact that the 18th amendment allows for an early general election which was otherwise due in 2010 explains why it was strategically wise for the opposition to vote with Zanu PF in support of the amendment notwithstanding the apparent limits of its intended objectives.

 

Claims by some opposition elements that the 18th amendment is a confidence-building measure are a pipedream based on a hopeless leap in the dark. The same goes for expectations that Zanu PF will agree to a new constitution before the 2008 election.

 

Any ruling party that agrees to opposition demands for a new constitution ahead of a general election exposes itself to assured electoral defeat. Zanu PF learnt this after the failed referendum on the draft constitution in 2000. Therefore the best that can be achieved with the prodding of the Sadc mediation are amendments to a range of laws that impinge on electoral politics.

 

Otherwise the good news is already with us and it is that, because of the adoption of the 18th constitutional amendment, battered Zimbabweans now have a real opportunity through a massive early general election next March to resolve the widening and deepening meltdown in the country by booting out Mugabe and his henchmen who have become incurably clueless in the face of crippling problems facing the country.

 

Of course Mugabe hopes to win that early election but his hope is based on his fatal presumption that the splintered opposition, which now includes significant elements from Zanu PF, will remain divided. Yet the writing is now on the wall that Mugabeʼs electoral chances in March 2008 are between slim and none, whatever the state of the opposition which is anyhow set for a dramatic transformation.

 

The powerful message from angry masses and the dispossessed middle and upper classes is that if the early 2008 general election should be rigged, it would be against Mugabe whose continued stay in office has become irretrievably catastrophic for Zimbabwe.

 

There is nobody, especially within Zanu PF, who genuinely and seriously believes that Mugabe should seek reelection let alone that he should be reelected after his 27 years of controversial rule whose final days have turned Zimbabwe into a living hell.

 

Mugabes dwindling loyalists, who are trying to turn his personality cult into a principle and an ideology above the national interest, actually understand that Mugabe is now a damaging liability to the nation despite their public pretences to the contrary.

 

That is why a major intended objective of the 18th amendment is the dissolution of parliament in which Zanu PF has a secure and commanding two-thirds majority along with the dissolution of rural and urban councils, the majority of which are controlled by the ruling party.

 

This astonishing dissolution will be done to ensure that every ward and constituency in the country will have an aspiring Zanu PF councillor, a would-be Zanu PF member of the House of Assembly and a Zanu PF Senate hopeful who will campaign for themselves as they will for Mugabe as a necessary matter of self-interest against the national interest.

 

Clearly Mugabe is desperate for support. In the past, it used to be the aspiring Zanu PF council and parliamentary candidates who could not do without Mugabeʼs support in their election campaigns. Now its him.

 

There is no single case in the history of civilised nations where a ruling party with a two-thirds majority in the legislature has dissolved that legislature only for the purpose of ensuring that its unpopular president does not seek reelection to face humiliation alone.


The dissolution of the Zanu PF two-thirds majority in parliament is therefore unprecedented but telling. That is why the affected Zanu PF parliamentarians are not amused even a bit. And that is also why there is so much turmoil in the increasingly divided Zanu PF ranks less than six months before the general election.

 

Ironically, Mugabes securocrats and bureaucrats have not understood that the dissolution of parliament in which the ruling party has a two-thirds majority is certain to boomerang as it can only benefit the opposition which now has an early opportunity to close ranks and take full advantage of the economic hardships in the country to at least eliminate that majority and even to win it all.

 

A wiser strategy for Zanu PF would have been to keep the current two-thirds majority in parliament as political insurance in the event of a likely defeat in the presidential election and to use that majority to impeach the opposition winner. With the economy in the doldrums and with Mugabe and his wayward ministers unable to do anything about that besides making idle threats of company takeovers, Zanu PF is now inside the jaws of defeat waiting to be crushed.

 

The evidence that Mugabe is nervous to the bones about this is not only shown by the impending irrational dissolution of parliament in which Zanu PF has a two-thirds majority but also by Mugabes convening of a special congress of the ruling party in December when he does not have to.

 

The few securocrats and bureaucrats behind Mugabeʼs doomed reelection campaign are going around claiming that a Zanu PF special congress in December can only have one agenda item which is to confirm and endorse Mugabe as the ruling partys presidential candidate in the general election next March. But that is mumbo jumbo.

 

In the first place, it is not true that in terms of the Zanu PF constitution a special congress is called only for a single issue. The true position is that a special Zanu PF congress is called to deal with those special issues, whether few or many, that are unique to the circumstances necessitating it. There is no requirement that there must be only one issue.

 

In the second place, in terms of the Zanu PF constitution, the confirmation and endorsement of the partys president and first secretary as the candidate in a presidential election does not require a special congress. In fact, the annual peoples conference of Zanu PF is required to declare, without debate, the partys president and first secretary as its presidential candidate. That is what happened in 2001 ahead of the 2002 presidential election.

 

Because it is the highest organ of the party, a congress, whether special or ordinary, can raise from the floor any issue including who should be the Zanu PF president and first secretary. As things stand, the securocrats and bureaucrats who have fooled a nervous Mugabe into calling a special congress have actually set him up for a real challenge to his failed leadership.

 

Unless he seizes the initiative and acts now to allow for a successor, the possibility of a palace coup against Mugabe at the special congress in December has become real.

 

This explains why Mugabe suddenly expects the Mnangagwa faction, the so-called Tsholotsho group, to support his reelection bid against the Mujuru faction. Yet the fact is that he is now deeply mistrusted within both factions. In 2004 he abused the Mnangagwa faction and in 2007 he is abusing the Mujuru faction.

 

Whereas it is true that in politics there are only permanent interests and no permanent friends or permanent enemies, it is nevertheless clear that there is no permanent interest in Mugabes 2008 reelection bid.

 

The only obvious permanent interest is that the time for Mugabe to go peacefully has come and he needs to be told this without fear or favour.

 

So if there is one sure thing that Zimbabwe does not need today, it is Mugabes presidency. Enough is enough. Thanks to the adoption of the 18th constitutional amendment, Zimbabweans have a wonderful early opportunity to show Mugabe the exit door at the polls through a united, patriotic peoples front of nationalist progressives from across the political divide as the only real solution to the Zimbabwean crisis.

I thought you would have leanrt what Matibili is made of after your disastrous Tsholotsho experiment. It is no secret that the Tsholotsho meeting was done with Matibili's full knowledge, if not his blessings, but did he not turn around and made a whole lot of you miserable. It is nothing new in ZANU: we eat and dance together during the day but by nightfall we are the worst enemies. That CA18 is nothing. Yes, the opposition might have a penalty kick in their favour right now, but wait, as they kick the ball we, in ZANU, will either take the ball or the goal posts away!

Ok, when the Daily news was banned, a High Court order ruled in their favour but what happened, Mahoso Tafataona, and Jonhso proceeded to block the court order and you guys call that law of the Land????? The Jonhso was on ZTV on an inter view and he had a show down with the late Learnmore Jongwe, you remember that Jonhso was embarassed by Jongwe he couldn't match up, then all he ended up saying was that Jongwe was practising student politics. Moyo, is just a Mercenary and he now hates Zanu pf but he is the one who was the propaganda mouth piece for ZANU PF. What did he do to the Reseach funds at Wits University and the other University in Kenya. Look what he did to ZTV, the so called 75% local content, trying to put ZTV into 5 different companies. whilist he was enjoying watching Multi Choice DSTV. Back to the Zim daily story upto now no one has been arrested in connection with the bombings of the daily news and you guys say that its the law.Jonalists are now practising in constant fear and threats because of some of the laws that were set up by this guy. Is he the Guy who was behind AIPA and POSA? Guys never entertain a man like Jonhso cause he changes colors like a chamelon. He is like a cat in a cupboard that can jump in any direction, even into your face. Lest we forget when Jonso and Hunzvi the late went to Bikita for the by- elections. What happened people were harrssed and others lost their lives. Johnso must tell us how he rigged the elections in 2000 and 2002? Also he must tell use how he felt when he received the dismissal letter through the fax from Grace Mugabe's spokesman when he was at Holiday Inn, Bulawayo. Also he must explain to use why he was dismissed from Zanu pf for arranging the Tsholotsho declaration campaining for Mnangagwas ascendacy to V.P and ironically Mnangagwa is still Mugabe's right hand man after all that. Jonathan you need to apologize sincerly
As smart and genius as the professor might be it will always be remembered that he used his god given brain to be part of a very distructive force. He was a very respected man at a stage in his life and if he had played his cards differently would still be a man with intergrity. If he really wants to redeem himself then he's going to have to go live on tv and spill the beans to why he decided to become Zanu pf. He should go down on his hands and knees with tearfull eyes begging for forgivness. Its not enough to just quit and expect people to look at you differently no matter how smart you are. We all remember his lies and rants on ZBC, the system he was a part of and what he's fully capable of doing! Until he apologizes sincerly and admits everything, he's still that guy who ranted and lied to everyone in the face and treated us as fools!

On that day he was busy trying to convince us that Zimbawe had the rule of law and that Zanu Pf was the people's choice and trying to justify his disastrous constitution which was tailor made to give Mugabe power for life. Please stop publishing his articles. He is supposed to be sending them to The Herald. All he wants is to gain the confidence of people so that he can survive in politics. Had he not helped Bob stay in power, Zimbabwe could have been freed in the last elections and we could have made significant gains by now. You won in Tshlolotsho because the lectorate is illiterate (just like all rural areas) and thed did and do not know what happens in the day to day lives of workers. They dont get news, they dont know the laws you created and dont think all Zimbabweans are like your constituency. When Jonathan joined the Matibili government, his mission was to creat a ferocious evil monster from within the Zanu pf. Way Forward
What J Moyo is saying seem to make sense and clearing the cloud surrounding the CA18 which buffled many of us. J Moyo might have done this or that, he may be classified as a political prostitute but the man has the gift of political analysis which ever side he is and you can't take it from him. I hate him for what he did in the past but respect his views.

Chiyangwa denies part in sex scandal Written by Mzilikazi wa Afrika Monday, 08 October 2007 Zimbabwean tycoon Phillip Chiyangwa has come out with guns blazing, denying that he is the brains behind the 2010 sex tourism scandal reported in South Africa's Sunday World newspaper last week. Chiyangwa, who is President Robert Mugabe’s cousin, believes he is the victim of a well-orchestrated campaign to discredit him. He says there’s a possibility that one of his employees is involved in the plot. Sunday World has established that one of the e-mails claiming that the property and engineering magnate was advertising call girls originated from his office, something he accepted. Chiyangwa says: “The source of the e-mails is not important. The lies contained in them are the issue. A nyone who repeats them is simply giving wings to a falsehood.” The flamboyant Chiyangwa says he has “enough money to sponsor the World Cup” and any suggestion that he would venture into the sex trade was the “furthest one can stretch a lie”. He says: “I‘m making constructive, meaningful and progressive business contributions to making Zimbabwe an attractive tourist destination for visitors coming for the 2010 World Cup in South Africa, not this tasteless pimping business. “I can’t be expected to expend energy on sex as an investment. “I’d rather concentrate on investments that will put Zimbabwe on the world map positively in 2010 and beyond. That certainly can’t be this alleged dirty prostitution business.” We reported last week that Chiyangwa is renting a house in Mandara, Harare, for former Miss Tourism Zimbabwe 2005, Lorraine Maphala, who is sharing the property with her friends, including, Lindsay Ndlovu, another former Miss Zimbabwe finalist. In a letter to Sunday World, Chiyangwa’s attorney says: “He has no knowledge of the allegations you made in the article in question and he has no links with Ndlovu or any female prostitutes, as you reported.” He strongly denies that he is paying the rent for the house. But when Sunday World phoned Maphala last Saturday, she confirmed that she was staying at the house with Ndlovu and “a friend was paying the rent for us”. She refused to name the friend. When asked about Ndlovu, Maphala said: “Lindsay has gone to Bulawayo to visit her parents but she’ll be back.” Asked about the picture doing the rounds on the internet about 2010 sex tourism, she admitted that Ndlovu knows about the picture. Maphala says: “I know about the picture because a reporter phoned her for comment. “I don’t want to say anything about it. She’s the best person to answer questions about that.” Chiyangwa had a fling with controversial former Big Brother (UK) star and Miss Zimbabwe contestant Makosi Musambasi. For those who think Moyo deserves an ear, I say you are WRONG!Why? Because the Zimbabwean situation needs no rocket scientist to explain it, full stop. That mad dog introduced insanity, pornograhy, intolerance, narrowmindedness, stupidity, vindictiveness, personalization of national issues, madness and general decline of standards in the public media. Before Moyo, even Tsvangirai could be interviewed live in the studio with guest interviewers from Fingaz, Herald etc. Moyo's blood must atone for the deaths of all those who MDC supporters and sympathisers who died in 2000. Moyo will die violently. Mark my words.
