THE ETHICS COMMISSION

In 1999, the International Olympic Committee's (IOC's) Executive Board created an independent Ethics Commission comprising eight members. The majority of the members (five at least) are leading personalities of international renown not belonging to the IOC nor any other organisation of the Olympic Family. The other members belong to the IOC. The Ethics Commission votes on its budget and adopts its decisions in the form of proposals to the IOC Executive Board.





The Ethics Commission has three roles :

• It draws up and constantly updates a framework of ethical principles, including especially a Code of Ethics based on the values and principles enshrined in the Olympic Charter. These principles must be respected by the IOC and its members, by the cities wishing to organise the Olympic Games, by the Organising Committees of the Olympic Games (OCOGs), by the National Olympic Committees (NOCs) as well as by the "participants" in the Olympic Games;
• it plays a monitoring role; as such, it ensures that ethical principles are respected; it conducts investigations into breaches of ethics submitted to it, and, when needed, makes recommendations to the Executive Board;
• it has a mission of prevention and advising the Olympic parties on the application of the ethical principles and rules.





The "Foundation for Universal Olympic Ethics" was created in 2001 in order to ensure the Ethics Commission's independence and to help it carry out its tasks as conferred on it by the Olympic Charter or the IOC. It allows the Ethics Commission to ensure the strict application of the IOC Code of Ethics and to promote ethical principles throughout all the entities of the Olympic Movement (IOC, NOCs and International Sports Federations) and within sport in general.

The Ethics Commission is composed of eight individuals, no more than three of whom are IOC members and at least five prominent personalities known for their independence of spirit, their competency and their international reputation. The Commission has been chaired by Youssoupha Ndiaye since February 2007.





A Special Representative assists the Commission as well as the Olympic parties and collaborates with them for the respect of all the basic texts concerning ethics inside the Olympic Movement.
