About Us

The Office of Access Card

The Office of Access Card is headed by Deputy Secretary, Kerri Hartland, reporting through the Department Secretary, Helen Williams AO, to the Minister for Human Services, Senator the Hon. Chris Ellison.

Project Team

The Office of Access Card brings together a mix of public and private sector expertise to ensure the best people work on this project.

Booz Allen Hamilton – appointed as lead advisor to provide strategic and independent advice to the Department and Minister for Human Services on the overall delivery of the card project.

KPMG – appointed to provide program monitoring and assurance services to implement an assurance framework for the access card, monitor and audit progress and provide independent advice on risk management.

Minter Ellison – appointed to provide legal services.

The Australian Government Solicitor has been appointed as probity and process adviser for the project.

Access card budget

The Australian Government has allocated $1.09 billion over four years for the introduction of the card. Funding details for the access card were announced in the 2006-07 Budget.

Monitoring the project

In addition to the Department of Human Services, the card project is reviewed and evaluated by the Department of Finance and Administration, the Australian National Audit Office and Department of Prime Minister and Cabinet.

31 January 2007 Release of Cards Issuance and Management Request for Tender.
13 December 2006 Release of the exposure draft of the access card legislation for public consultation.
8 November 2006 Consumer and Privacy Taskforce releases first report to government. Government releases response to Taskforce report.
21 September 2006 Chief technology architect appointed.
25 August 2006 Law firm, Minter Ellison, appointed Legal Advisor to Office of Access Card.
28 July 2006 KPMG appointed to provide Program Monitoring and Assurance.
24 July 2006 Ms Kerri Hartland appointed Deputy Secretary, Office of Access Card.
