The Army has concluded its investigation of intelligence
activities at Abu Ghraib. Begun March 31 and concluded
on August 6, it is a comprehensive review of the 205th
MI Brigade, including contractor support, and higher
chain of command through CJTF-7. The investigation determined
that the primary causes of abuse at Abu Ghraib are misconduct
by a small group of soldiers and civilian contractors
who apparently failed to respect the dignity of those
in their custody, a lack of discipline on the part of
leaders and soldiers of the 205th MI Brigade, and a
failure of leadership by multiple echelons within Combined
Joint Task Force 7.
On February 10, 2004, the Acting Secretary of the Army
directed the Department of the Army Inspector General
(DAIG) to conduct an assessment of detainee operations
in Afghanistan and Iraq. This inspection was not an
investigation of any specific incidents or units but
rather a comprehensive review of how the Army conducts
detainee operations in Afghanistan and Iraq. The DAIG
found the Army is accomplishing its mission in detainee
operations and the overwhelming majority of our leaders
and Soldiers understand and adhere to the requirements
for proper treatment of detainees.
The annual Army Posture Statement is an unclassified
summary of Army roles, missions, accomplishments, plans,
and programs. Designed to reinforce the Secretary of
the Army and Chief of Staff, Army posture and budget
testimony before Congress, the APS serves a broad audience
as a basic reference on the state of the Army.
The attack on the 507th Maintenance Company at An Nasiriyah
was a tragedy not unlike those that have occurred in
past conflicts in which this nation has engaged. This
report describes, in narrative form, the attack on an
element of the U.S. Army 507th Maintenance Company by
Iraqi military forces and irregulars in the city of
An Nasiriyah on 23 March 2003 during Operation Iraqi
Freedom.
