Youth and Sport


     Youth and Sport have always been under the special attention of the authority of the Republic of Azerbaijan. According to the law of the Republic of Azerbaijan adopted in June 26 the Ministry of Youth, Sport and Tourism was established as a center for providing sport and youth policy. After the Ministry was established, there has been done an important work with young people. Besides, there have been taken appropriate measures for ethical and physical development of the new generation, the protection of rights of the youth and for their participation in the international events.
     On the whole, there have been adopted following legislative acts aiming to strengthen the work on physical, mental and ethical, patriotic training of the youth and the solution of their social-economic problems:

     - Decree of the President of the Republic of Azerbaijan on "State assistance to the talented youth" (June 22, 1996);
     - Decree of the President of the Republic of Azerbaijan on "Providing special scholarships for the talented youth" (September 13, 1997);
     - Decree of the President of the Republic of Azerbaijan on "State youth policy" (July 29, 1999);
     - The Program "Young family" (February 16, 1999);
     - Decree of the President of the Republic of Azerbaijan on "Enhancement of the patriotism and civil feelings of the youth" (February 17, 1999);
     - "National Program on solution of social, economic, etc. problems of talented adolescent and creative young people, helping to develop their abilities" (August 4, 2000);
     - "Occupancy of the young people, dismissed from the army" (August 23, 2000).

     Since 1997 Ministry of Youth, Sport and Tourism cooperates with the appropriate institutions within framework of European Cultural Convention. In 1997 the representatives of the Ministry participated in the symposium according to the "Cooperation on work with youth between the countries of Central and Western Europe" in Strasburg. They also took part in the other events organized by Council of Europe and invited the representatives of Council of Europe and European Youth Forum to Baku. By the invitation of Azerbaijan the Director of Youth and Sports of the Council of Europe Lasse Syurala visited Baku in 1999. During her visit she met with the governmental representatives, visited refugee settlements. There was held a round table with her participation on the topic "Azeri youth in the international arena" during which was discussed the cooperation of Azeri youth with the appropriate institutions of Council of Europe. Since 1997 the representative of the Republic of Azerbaijan is taking part in the work of Committee of Council of Europe on controlling the intergovernmental cooperation on youth issues".
     Our representative took part in the 7th Conference of the researchers on May 2000 in Malta and informed them about the work done in this sphere in Azerbaijan.
     In 1998-2000 four Azeri specialists took part in the meeting of the Monitoring group on "Convention against doping" of Committee of Council of Europe on the development of Sport.
     Four of our specialists took part in the meetings of the Permanent Committee on the European Convention against obscene behavior during sport events and especially football games held in 1997-2000. According to the Law of Milli Medjlis (Parliament) adopted on October 28, 1999 the Republic of Azerbaijan joined this convention.
     Our representatives took part in the seminars and round tables held in 1997-1999 under the topic "Development of democracy by the sports, tolerance and equitable game". These events were held on the basis of the program SPRINT (Sport Reforms, Innovations and Trainings) that was prepared for cooperation by the Committee on the Development of Sport. This program aims to reform such spheres, as legislation on sport, financing the sports, preparing of chief cadres, and development of voluntary participation of new member states. There is held constant work for full use of the opportunities given by this program. Besides, about 30 representatives of the Ministry of Youth, Sport and Tourism and National Council of Youth Organizations took part in the training courses and seminars, held according to the programs of Council of Europe in the European Youth Center in Strasburg and Budapest in 1997-2000 under the topics such as nationality and participation, organization management, international youth activity and etc.
     By the initiative of the Ministry of Youth, Sport and Tourism Youth and Sport Directorate of Council of Europe held a training course for the "public workers functioning in the Azeri non-governmental youth organizations and in the youth sphere" on May 2000 in Baku. During the courses Azeri youth was informed about international youth movement, there were held different seminars.
     The European Charter on "Participation of youth in local and regional life" was translated into Azeri language and published by the Ministry of Youth, Sport and Tourism.
     Delegation headed by A. Garayev, the Minister of Youth, Sport and Tourism took part in the 5th Conference of the Ministers of Youth of European countries held in Bucharest in 1998 and on the 9th Conference of the Ministers of Sports of European countries held in Bratislava in 2000.
     National Council of Youth Organizations closely cooperates with the European Youth Forum, functioning on the basis of the conceptions of Council of Europe and European Union. European Youth Forum has several times visited Azerbaijan by the invitation of National Council. As a result of this, National Council became the candidate to members of European Youth Forum in 1997. In 2000 it became the full member of European Youth Forum.
     As a result of appropriate work there was held a seminar on "Rehabilitation of young refugees and IDPs by the informal methods of education in Azerbaijan" held on 26 November - 3 December, 2001 in Baku by the Youth and Sports Directory of Council of Europe and by organizational support of National Council of Youth Organizations of the Republic of Azerbaijan. The seminar aimed to authorize the young people taking into account their living conditions in refugee and IDP settlements, to encourage and support them to continue their activities and to make initiatives.
     Azeri representatives took part on the 26th meeting of the Sports Committee of Council of Europe held on February 27-28, 2003 in Strasburg.
     Azeri representatives also took part on the meeting of the Sports Committee of Council of Europe held on cooperation and planning for SPRINT countries on May 5, 2003 in Strasburg. On the meeting were discussed reports of the measures taken in 2002 and 2003, also the priorities for 2004, etc.
     Besides this, representative of National Olympic Committee T. Jafarov took part on the seminar on the "control on the Sports NGO's held on May 6-7, 2003 in Strasburg.
     The Republic of Azerbaijan along with Council of Europe actively cooperates with UNESCO in the filed of Youth and Sports. The representatives of the Ministry of Youth, Sports and Tourism participated on the counsel of UNESCO intergovernmental Physical training and Sport Committee held in Paris on October 1998, third world conference of Physical training and Sport Ministers held on December 1999 in Uruguay and on Youth Forum held in 1999 in Paris.
     The Ministry of Youth, Sport and Tourism of the Republic of Azerbaijan prepared State Program on the development of Physical training and Sport in Azerbaijan in 2004-2008".
     The Minister of Youth, Sport and Tourism of the Republic of Azerbaijan A. Garayev signed Copenhagen Manifest on Anti-doping in Sport on February 2, 2004.
     The representatives from Azerbaijan took part in the 4th meeting of United Nation's Economic Commission on April 2004 and gave report on the topic on youth policy, state support, entrepreneurship between legislative basis of youth policy and youth.
