     The Training Center of the Ministry of Foreign Affairs has started functioning in April 2003.Training Center
     This Center was established within the framework of UNDP-MFA jointly implemented project - "National Capacity Building Programme for the Ministry of Foreign Affairs of the Republic of Azerbaijan" in order to increase the process of effective training of the Ministry personnel which previously, never had its own training facility.
     The Training Center represents a technological piece of art: it provides 26 working places equipped with desktop computers, networked and linked to the Internet; multimedia equipment is also installed. This Center provides for the number of opportunities in training personnel within the environment of the Ministry using modern pattern and technologies of computer training, modeling, simulation, distanced learning and etc.
     The most important target groups of the training are junior and mid-level diplomats. Major topics for training are elaborated: Public Law, Politics, Security, Economics, Humanitarian Law, and International Organizations.
     The Training Center is being actively and effectively used for the purposes of training of the Ministry's staff. Regular lectures are being arranged on foreign policy and international relations under the title of "Friday Hearings in the Ministry". Almost all heads of diplomatic missions accredited in Baku have taken the opportunity to present their views on the selected topics with the Azerbaijani diplomats. These lectures are being held in a manner of lively discussion that is not only increasing knowledge of young diplomats but also improving their expression and discussion skills.
     Courses on European Court of Human Rights, Preemption Doctrine, Comparative Jurisprudence, accession to World Trade Organization were conducted by the visiting lecturers within the framework of Civic Education Project (CEP) in June 2004.
     In July 2004 another outstanding course was organized together with the Geneva Security Policy Center on the issues of security and foreign policy planning.
     We also take a chance with occasional visitors from abroad. Eminent politicians and experts including Dr. Zbigniew Brzezinski, Dr. Frederick Starr, General William E. Odom, Vlad Socor, Svante Cornell, Brenda Shaffer, John Rose, Dr. Eugene B. Rumer, Dr. Jeffrey Simon, Thomas Goltz and others honoured the Training Center.
     On the other hand, currently we are planning some courses with support of such institutions as United Nations Institute of Training and Research, The George C. Marshall European Center of International and Security Studies and others.
