Personnel Branch

The Assistant Chief Personnel (AC Pers) is responsible for:

  • delivering personnel policy advice to CDF and the Services
  • developing sensitive, coherent personnel policies
  • being responsive to the personnel needs of the CDF and the Services
  • communicating effectively on personnel policies at all levels of the NZDF
  • ongoing monitoring and performance assessment of personnel policies, after their implementation.

Personnel Branch includes:

Directorate of Military Personnel Policy Development
Directorate of Personnel Policy Support

The two personnel policy directorates are responsible for the development of personnel and employment policies and conditions of service applicable to members of the NZDF, personnel corporate information systems including personnel archives, personnel management and payroll policy and military training development.

Directorate of Civilian Human Resource Policy, which develops personnel and employment policies and conditions of employment applicable to civilian members of the NZDF.

Directorate of Strategic Human Resource Requirements, which researches and develops the framework against which all NZDF personnel policies, including overall manpower requirements, can be measured.

Also within Personnel Branch are:

  • the Director  Medical Services (DMS), who develops medical policy for the NZDF and is in charge of the Directorate of Medical Policy
  • the Principal Defence Chaplain, who develops religious services policy, and provides advice on chaplaincy matters within the NZDF
  • the Commandant New Zealand Cadet Forces, responsible for the direction and management of the three Cadet Force regions
  • a Personnel Equity Policy Team, responsible for supporting the CDF on the NZDF’s Good Employer/Equal Employment Opportunities responsibilities, as specified in the Defence Act 1990.  Another function is to coordinate the implementation of the recommendations of the Gender Integration Audit
  • Specialist staff dealing with medallic issues
  • the Directorate of Reserve Forces.
