After staggering losses last week, Wall Street rebounded Monday the Dow closed up more than 900 points. Meanwhile, U.S. and Europe coordinated efforts to ease the global financial crisis. The Treasury Department said it is moving quickly to implement a $700 billion financial rescue plan recently passed by Congress.
