Congressman Kirk founded the bipartisan Iran Working Group with Rep. Rob Andrews (D-N.J.) to educate Members of Congress on issues relating to Iran, including its nuclear program, ballistic missile program, sponsorship of international terrorism and human rights. In the 111th Congress, Congressman Kirk:

  • Introduced H.R. 1985, bipartisan legislation expanding economic sanctions against Iran to include refined petroleum producers, suppliers, carriers and insurers.
  • Introduced the Frank-Kirk Iran Sanctions Enabling Act of 2009 (H.R. 1327), which would authorize State and local governments to direct divestiture from, and prevent investment in, companies with investments of $20 million or more in Iran's energy sector.
  • Co-authored a bipartisan letter to the U.S. Export-Import Bank opposing U.S. financing for the Indian gasoline firm Reliance, which supplies gasoline to Iran.
