Programme of Entrepreneurship culture promotion - Principality of Asturias - Spain 

INTEGRATED. The 2nd PFCE collects together all types of entrepreneurship in the region and sets them in a framework, including actions of motivation and awareness-raising, education and training, support for business start-up and consolidation (information, advice, aid) promoting self employment.

COMPLEMENTARITY The programme should be a supplement to existing actions to help employment, competition and welfare in Asturias, avoiding duplication of activities and improving individual ones through job sharing.

TERRITORIAL BALANCE: Includes measures that favour balance between territories, basically through an adequate distribution of equipment and other human resources and materials, allowing the municipalities furthest from the central area of Asturias. access to the same services.

PARTICIPATORY: Seek greater participation by social agents, public bodies and participating organizations -Ministry of Education, University of Oviedo, Trade Unions, ACEPPA, territorial business organizations, (Local organizations through Local Development Agencies), etc-. in the definition of objectives and working guidelines.

INVESTMENT IN INNOVATION Promote experimentation and pilot projects in the bodies and organizations that form part of the network, as in the case of ICT's to improve the efficiency of the services and to achieve greater participation of society.

INCORPORATE EQUAL OPPORTUNITIES: in addition to territorial balance the programme should similarly ensure equal opportunities in two other aspects: gender equality and the inclusion of measures aimed at the most vulnerable groups.
