The top US and NATO commander in Europe would like more US troops forward deployed in the region, but believes rotational units and the means to rapidly reinforce them can still serve to counter Russian moves.
General Philip Breedlove, NATO supreme allied commander for Europe and head of US European Command (EUCOM), has advocated for higher troop levels and is awaiting "judgement" on that request. The White House redeployed forces from Europe during a period of relative calm, but Russia's actions in Ukraine have sparked concern, particularly among some Eastern European states, that the United States and NATO hope to assuage.
