Resources Sector, Ministry of Defence, Republic of Serbia
(RS)
Objective
The Material Resources Sector is to incorporate planning
and organizational tasks and affairs of the logistics support
system.
The Material Resources Sector is the supreme logistics organ
of the Republic of Serbia (RS) to create logistics policy,
deals with acquisition logistics and creates conditions
for completion of users’ logistics.
Appropriate executive logistics structures are subordinated
to the Material Resources Sector.
Human Resources Sector:
Competences
- Incorporates tasks and affairs related to basic functions,
and functions directly subordinated organizational units,
- Manages subordinated organizational units,
- Participates in organization and coordination of the Ministry
of Defence’s work,
- Coordinates and achieves cooperation with state agencies
and organizations related to issues within its scope of
work.
Within the scope of the defence reform of the Republic of
Serbia (RS), and based on the Research Project of the Republic
of Serbia (RS) "Logistics Principle Application in
Armed Forces Organization’’ logistics model adjusted to
contemporary conditions was made, logistics support for
Armed Forces was planned and provided, and instead of terms
logistics and logistics support for Armed Forces terms logistics
(skill and science of managing, engineering and activities
related to requests and resources for fulfillment of material,
health and infrastructural support for the goals, plans,
programs, and operations of the defence, and logistics support
(representing operalization of general theoretical assumptions,
and logistics practice in defence organization, and as a
separate system provides provision of material, health and
infrastructural support for the defence and Serbian Armed
Forces (SAF) by appropriate attitude, organization and engagement
of logistics.
Basic logistics function and executing logistics functions
have been defined within the reform and logistics system
reorganization (General Logistics, Acquisition, Maintenance,
Transport, Health Care and Infrastructure). Tasks of logistics
support subsystem have also been defined at chain of command
levels and basic logistics scheme.
Fulfillment of logistics support functions have been carried
out through logistics development, deployment of logistics
units and resources, acquisition, warehousing, transport
and distribution of material resources for the needs of
the defence system.
Organizational changes in logistics are based on principle
that military logistics is part of national logistics of
the Republic of Serbia (RS), that is on application of principle
‘’minimum of military logistics – maximum of national logistics
of the defence system’’.
Logistics is based on scientific assumptions of joint goal,
organizational principles, classification and homogenization
of tasks and joint functions.
New logistics organization is based on overall application
of logistics organizational principle, integrated inter-services
organization of logistics organs, units and institutions
of the security system and the defence system of Republic
of Serbia (RS).
It has been planned to develop and organize logistics to
enable efficient support for Serbian Armed Forces (SAF)
and the defence system subjects in wartime and peacetime.
Therefore, organization and size of administrative and executive
bodies will be adjusted to organization and size of units
and institutions which should be supported.
Within planned organizational changes on strategic and operative
level the following organizational changes have been carried
out:
Within the organizational composition of the Ministry of
Defence the Material Resources Sector has been established
– it is a basic organizational unit of the Ministry of Defence,
administrative-expert organ competent to unite planning,
organizational and execution tasks and affairs of the logistics
support.
The Material Resources Sector includes within its organizational
composition: the Logistics Department, the General Logistics
Department, the Procurement Department, the Defence Technologies
Department, the Health Care Department, the Infrastructure
Department, and the Transport Section.
Within the organizational composition of Serbian Armed Forces
(SAF) General Staff the Logistics Department (G-4) has been
established – it is the supreme administrative and expert
organ of Serbian Armed Forces (SAF) General Staff competent
to organize, build combat readiness and execute the logistics
support system for Serbian Armed Forces (SAF).
Within Serbian Armed Forces (SAF) Operative Units the Logistics
Command has been established as the supreme organ of Users
Logistics to carry out plans of the Material Resources of
Republic of Serbia (RS) Ministry of Defence, and combine needs
and requests of Serbian Armed Forces (SAF) to the Ministry
of Defence.
The most important advantages of new organization are as follows:
Provision of more efficient logistics management and chain
of command system, and more rational organization,
Maximum integration of organizational structures of the Ministry
of Defence by joining all logistics services with research,
development, production, and sale of armament and military
equipment thus preventing double execution of affairs between
the Ministry of Defence and Serbian Armed Forces (SAF) General
Staff.
All acquisition and user logistics activities are strictly
separated, and provide continuity in logistics function,
More favorable conditions to connect military logistics and
appropriate economic structures and national logistics have
been created,
Logistics organization exclusively oriented to meet users’
requirements both in peace and war, and in crisis situations,
All positive features of logistics support characteristics
have been kept, particularly at lower chain of command levels.
Within its competences the Material Resources Sector coordinates
work of income institutions:
The Logistics Department is on organizational
unit of the Material Resources Sector intended for planning,
development, incorporation, coordination and control of logistics
support system functioning. It is an expert organ, and bearer
of fire protection system, work protection and environmental
protection.
Defensive Technologies Department is an inner
organizational unit of the Material Resources Sector intended
for production planning, organizing and fulfillment related
to the defence and Serbian Armed Forces (SAF) armament and
military equipment maintenance and overhaul.
The
Procurement Department is an organizational unit
of the Material Resources Department intended for procurement
planning, organization and fulfillment related to the Ministry
of Defence, and Serbian Armed Forces (SAF) in peace, and war.
The
General Logistics Department is an organizational
unit of the Material Resources Sector intended for planning,
and organization of food, water and dressing supply for the
defence system, and quality control. It is a bearer of development,
and improvement of movable quartermaster items.
The
Health Care Department is an organizational unit
of the Material Resources Sector intended for planning, organization
and provision of health insurance for the defence system.
The Infrastructure Department is an organizational
unit of the Material Resources Sector competent for material
resources, management planning and organization, and keeping
records on military infrastructure.
The Transport Section is an organizational unit of the Material
Resources Sector competent for transport planning and organization
for the defence system.
