Psan.org is published by the Centre d'Etudes et de Recherche sur les Sociétés et les Institutions Post-Soviétiques (CERSIPS), an association created under the French 1901 law on non-profit organizations.

The association's aim is to encourage, develop, publicize, promote and strengthen emphasis on research and study in the humanities and social sciences on coercive institutions in CIS member countries and, more generally, in central and eastern Europe.

CERSIPS pursues this aim primarily by publishing and producing international reviews, by creating and managing a data bank and documentation service, organizing and/or participating in scientific events such as colloquiums, conferences and seminars, setting up teaching and training programs, organizing consultancy and expertise missions, establishing reports, answering calls for tender and research proposals from national, European, and international institutions, and by on-line and paper publication of scientific research.
