Reporting agencies identified 6,804 known offenders in 7,163 bias-motivated incidents in 2005. In the Uniform Crime Reporting Program, the term known offender does not imply that the suspect’s identity is known. The term indicates that some aspect of the suspect was identified, thus distinguishing the suspect from an unknown offender. Law enforcement agencies specify the number of offenders and, when possible, the apparent race of the offender or offenders as a group.

By Race

An analysis of available race data for the 6,804 known hate crime offenders revealed that:

• 60.5 percent were white.
• 19.9 percent were black.
• 12.3 percent were unknown.
• 5.2 percent were groups made up of individuals of various races (multiple races, group).
• 1.1 percent of known offenders were American Indian/Alaskan Native.
• 0.9 percent were Asian/Pacific Islander.

By Crime Category

Crimes Against Persons

Of the 5,357 known hate crime offenders who committed crimes against persons in 2005:

• 36.8 percent intimidated their victims.
• 36.5 percent committed simple assault.
• 25.8 percent committed aggravated assault.
• 0.5 percent committed other types of offenses, which are collected only in the National Incident-Based Reporting System.
• 0.4 percent murdered or raped their victims.

Crimes Against Property

A total of 1,680 known hate crime offenders committed crimes against property in 2005. Of these offenders:

• 63.8 percent committed destruction/damage/vandalism.
• 17.2 percent committed robbery.
• 8.7 percent committed larceny-theft.
• 5.2 percent committed burglary.
• 1.9 percent committed arson.
• 0.8 percent committed motor vehicle theft.
• 2.3 percent committed other types of bias-motivated offenses.

Crimes Against Society

In 2005, 114 known offenders committed 81 hate crime offenses against society involving 84 victims. (See Table 2.)
