At the Regional Level

• The Regional Environmental Departments (“DIREN”)
  were established by a Ministerial Order of November 4, 1991, their mission, under the authority of the Regional Prefect, is to improve knowledge concerning the natural environment, relying on data collection networks, inventories and surveys. These Regional Departments work to ensure that environmental considerations are included in the various development programmes, in the relevant contracts and in the various European projects. They also ensure that regulations governing nature conservation, protected sites and landscapes are applied. They contribute to preservation policies and the improvement of the natural environment.
  Each department has its own characteristics, linked to the geographical features of the region (coastal area, mountain region, basin “DIREN”, flood warnings, urban ecology…).

• The Regional Departments for industry, Research and the Environment (“DRIRE”).
  In order to carry out its operations, the Ministry of the Environment also calls on the services of the “DRIRE”, which since July 6, 1992 have a Regional Service Industrial Environment. Under the authority of the prefect, the “DRIRE” coordinate and lead the inspection, and compliance at the regional level with lesgislation governing classified installations, air pollution (implementation of warning and protection procedures) and waste (cross-border waste transfers, industrial waste…). In all these areas, the “DRIRE” direct the activities of environmental actors (associations managing air pollution networks, the Permanent Secretariats for the Prevention of industrial Pollution (“SPPPIs”…).

At the level of the Departments

Under the authority of the prefects of the Départements, the District Agricultural and Forestry Departments (“DDAF”), the District Infrastructure Departments (“DDE”) and the Departments of health and Social Services (“DDASS”) also carry out numerous missions on behalf and within the jurisdiction of the Ministry of the Environment. This is the case when they intervene as water regulators.
