Key Statistics: Outcome from 15th ASEAN Summit and Related Summits

Enhancing Connectivity

  • ASEAN to set up high level task force to develop a master plan and infrastructure development fund.
  • China pledged 10 billion USD in the China-ASEAN Fund on Investment Cooperation and another USD 15 billion commercial credit including USD 1.7 billion preferential loans (with the pledge to increase the preferential loans from 1.7 billion USD to USD 6.7 billion)
  • ESCAP estimates 14 billion USD needed to build missing link in physical connectivity in Asia-Pacific.

Empowering Peoples

Economic Integration

  • ASEAN has completed FTA with all 6 EAS partners and will examine and consider EAFTA and CEPEA in parallel, with combined GDP of 14.1 trillion USD, combined population of 3.3 billion people and combined reserve of 3.9 billion

Economic and Financial Crisis

  • ADB assesses V-shape recovery with developing Asia leading the way, expected 3.9% growth this year and 6.4 % growth next year.
  • ASEAN+3 to implement the 120 billion USD CMIM by the end of 2009.
  • China to contribute 200 million USD to the credit guarantee and investment mechanism under the Asian Bonds Market Initiative (ABMI).

Climate Change

  • ROK to allocate 100 million USD from “East Asia Climate Partnership” Initiative

Disaster Management

  • Japan’s new contribution of 13 million USD under Japan-ASEAN Integration Fund for cooperation in disaster management and emergency response.  JAIF

People and cultural Exchange

  • China pledged 100,000 USD to the ASEAN Foundation for implementation of projects to promote people and cultural exchanges

Food Security

  • Thailand to provide 620 tons of rice for the Philippines for disaster relief.
  • China has pledged 300,000 tons of rice for the East Asia Rice Reserve

Human Resource Development

  • China has pledged to train 100 environmental officials for ASEAN Member States and to launch the programme “Double 100,000 Goal of Student Mobility in 2020”.
  • ROK’s Global Korea Scholarship Programme and the possibility to establish ASEAN-ROK Cyber University
  • Japan will mobilize from 90 billion USD from JAIF to be used for Disaster Management and Emergency Response together with emergency assistance related to financial crisis and Japanese language training courses for nurses.

Pandemics

  • Japan provided 500,000 courses of anti-viral and 350,000 sets of personal protective equipment for avian influenza

Narrowing Development Gap (NDG)

  • ROK committed  second tranche of 5 million USD from 2008-2012 and third tranche of 5 million USD from 2013-2017
  • India to allocate 50 million USD to the ASEAN-India Cooperation Fund and ASEAN Development Fund
