All advertising rates listed in this publication are net local advertising rates unless indicated otherwise.

No commissions for agencies or national representatives may be deducted from the local rates.

Local rates apply if the advertiser is situated in Centre County.

Local rates also apply to paid-in-advance advertising placed at the business counter.

Local rates may also apply for retailers in Pennsylvania.

Collegian Inc. reserves the right to determine applicable rates. Inquiries should be directed to the business manager.

All advertising is subject to the policies listed on Page 15 through Page 18.

The basic unit of display advertising is the column inch, which is one column wide and one inch deep. (All ad sizes are listed on Page 12 under "Technical Specifications").

No price adjustments will be made for errors in published advertising when copy is submitted after the closing times listed in this publication. The closing times for display and display classified ads are the 4 p.m. deadlines.

The closing time, the space reservation and the cancellation deadline are the same in all cases.

A Cancellation Charge applies to any advertising canceled after the closing time listed in this publication. The Cancellation Charge is the full rate that would have been charged if the advertising had been published.

National Advertising

The following rates apply for national advertising -- all rates are net (no agency discounts, no representative commissions). Payment with order is required unless the advertiser, agency or national representative has established credit with Collegian Inc.

Open Rate: $11.55 per column inch for The Daily Collegian Display Ads, Display Classified Ads and Collegian Magazine. Monthly discounts and annual contracts do not apply.

Open Rate: $4.65 per column inch for The Weekly Collegian.

Combination Rate: $3.30 per column inch. Place one ad in The Daily Collegian at $11.55 per column inch and get the same ad in The Weekly Collegian at $3.30 per column inch.

Penn State

University Park

University Park is the main campus of Penn State. The town is called State College, Pa. The region, designated as the State College Metropolitan Statistical Area (MSA), is situated at the geographic center of Pennsylvania. The Daily Collegian serves the University Park Campus.

 

Commonwealth Education System

Penn State includes 19 Commonwealth Campuses. Penn State is the single greatest provider of higher education in Pennsylvania. The Weekly Collegian serves Penn State's Commonwealth Campuses and centers.

 

Special-mission Campuses

  • The Dickinson School of Law
  • Penn State Erie, The Behrend College, is a four-year and graduate college
  • Penn State Capital College, with campuses at Harrisburg and Schuylkill Haven, offers associate, baccalaureate, master's, and doctoral degrees along with the first two years of study toward most of the University's four-year majors.
  • The Pennsylvania College of Technology is in Williamsport.
  • enn State Great Valley, near Philadelphia, offers master's degree studies in several fields.

Publishing Schedule

No issues are published on Labor Day, Fall Study Day, Wednesday through Friday the week of Thanksgiving, and Spring Break.

Display Ads

Open Rate

The Display Advertising open rate is $11.25 per column inch. Combination rates for Display Advertising published in The Daily Collegian and The Weekly Collegian are available. These are listed on Page 8 with rates for The Weekly Collegian.

Monthly Discount Rates

The following discount rates are available to advertisers who place the required amount of Display Advertising in any given calendar month. The rates are per column inch.

2 to 25.5 inches in a month . . . . $11.25
26 to 50.5 inches in a month . . . . $10.50
51 to 75.5 inches in a month . . . . $10.25
76 to 100.5 inches in a month . . . . $9.85
101 to 150.5 inches in a month . . . . $9.55

These rates are applicable for a single advertisement. These rates are also applicable for any number of advertisements placed during one calendar month regardless of the size or the content of any of the advertisements.

For customers who have established credit, the appropriate rate is calculated automatically on the monthly bill.

For customers who pre-pay, the rate is calculated per advertising order, at the time the order is placed and paid for.

Annual advertising contracts are available for The Daily Collegian and Collegian Magazine at the following rates. The rates are per column inch.

Earned Rate Discounts

Contract advertisers who exceed the level of their contract could qualify for a lower contract rate level as their advertising inches accumulate to the next level. Rates are as follows.

Coupon Corner

The Daily Collegian publishes a special section on Tuesdays called Coupon Corner. This section highlights advertisements designed for coupon offers. The normal Tuesday advertising deadline applies. All ads are 2 columns wide by 2 inches deep. A premium rate of $58.00 is charged per advertisement.

Crossword Sponsorship

The Daily Collegian's crossword is available for sponsorship. A limit of 15 consecutive publishing days per sponsor has been placed on this space. The normal advertising deadlines apply. All ads are 2 columns wide by 1 inch deep and run directly above the crossword. A premium rate of $31.00 is charged per advertisement. Please call our office for additional information.

Guaranteed Placement

Guaranteed Placement is available for a 25 percent premium over the advertiser's cost. Please speak to your Account Representative for more information.

Display Classified Ads

Display Classified Advertising is placed in the Classified Section of The Daily Collegian. (DC ads are not available for The Weekly Collegian and Collegian Magazine.)

Open Rate:  $12.95 per column inch
Monthly Rate:  $11.25 per column inch

The DC Monthly Rate is available to an advertiser who places a minimum of two DC inches in every issue of The Daily Collegian during any calendar month, regardless of the number of publication days in the month.

For customers who have established credit, the appropriate rate is calculated automatically on the monthly bill.

For other customers, the rate is calculated at the time the advertising order is placed and paid for.

Deadlines

Closing Times

The normal closing time for ads smaller than full page is 4 p.m. two business days before publication.

The closing time for full-page ads for The Daily Collegian is 4 p.m. three business days before publication.

Closing times for some issues are three or more business days before publication, due to holidays or vacations. Issues affected by early closing times include the first issue of Fall Semester, the two issues following Labor Day, Fall Study Day, Thanksgiving vacation, Spring Break and Independence Day.

Extra time is required for complex color work. Generally, one week is required for the preparation of complex color work.

General Information

Collegian Inc. reserves the right to reject, reclassify or revise Classified Word Ads which do not conform to Collegian policies.

Classified Word Ads and changes cannot be accepted over the telephone, unless the advertiser has a Classified Advertising Account.

Collegian Inc. will be responsible for only one day's incorrect insertion.

Deadlines

The closing time for The Daily Collegian is 1 p.m. one business day before publication. The closing time for The Weekly Collegian is 1 p.m. Thursday before publication. Publication dates for The Weekly Collegian are always on a Wednesday.

Ads of a Personal Nature

All ads of a personal nature must be placed at the Collegian office. Advertisers must present proper identification when placing ads of a personal nature.

No ads of a personal nature will be accepted through the mail. No telephone numbers, addresses or last names can be used in ads of a personal nature.

No business or business-oriented ads will be placed in the "Personals" section.

Counting Words for Classifieds

Punctuation marks do not count as words. A number counts as one word. A telephone number counts as one

word. An abbreviation counts as one word. Only the most common abbreviations may be used.

Payment

Classified Word Ads must be pre-paid, unless the advertiser has established credit.

University Interdepartmental Transfers (IDTs) are not accepted. University Purchase Orders and Limited Orders are accepted.

Venues

Established June 29, 2001, Venues is Collegian's special publication for weekend events, activities and entertainment in the Centre County area.

Venues includes feature articles on all aspects of weekend activities. Venues also includes grid-designed schedules of movies and entertainment.

Publishing Schedule

Venues is published on Thursdays and inserted into The Daily Collegian. Venues is a magazine or tabloid format.

Display Ads

Venues advertising uses the same rate as The Daily Collegian.

Ad Format

Venues is a tabloid format, so advertising is limited to 5 columns in width and 11.5 inches in depth. Column widths are the same as The Daily Collegian. A full-page ad in Venues is 5 columns x 11.5 inches.

Deadlines

Closing Times

The closing time for Venues is 4 p.m. Monday, three days before publication, during Fall Semester and Spring Semester.

The closing time for Venues is 4 p.m. Tuesday during Summer Session.

Subscriptions

Venues alone is not available by subscription, but is included with a subscription to The Daily Collegian.

Premium Positions and Guaranteed Placement

At this time, no advertising placement is guaranteed for Venues. We will make every effort to honor placement requests throughout the magazine.

The Weekly Collegian

Publication Dates

The publication dates for The Weekly Collegian are always a Wednesday. The complete publication schedule for The Weekly Collegian :
Fall Semester 2004  -  Wednesdays beginning Sept. 8 through Dec. 8, 2004.
No issue is published Wednesday, Dec. 1 following the Thanksgiving Break.
Spring Semester 2005  -  Wednesdays beginning Jan. 19 through April 27, 2005.
No issue is published Wednesday, March 9, the week of Spring Break.

Display Ads

Open Rate

The Display Advertising open rate is $4.65 per column inch.

Combination Rate

The Daily/Weekly combination rate is $3.30 per column inch.

Place one Display Ad in any issue of The Daily Collegian at your regular rate and get the same ad in The Weekly Collegian for only $3.30 per column inch. Insertion dates for both publications must be within seven days.

Deadlines

The closing time for The Weekly Collegian is 4 p.m. Wednesday before publication.

Display Ad sizes for The Weekly Collegian are identical to The Daily Collegian ad sizes. (All ad sizes are listed in the Technical Specifications section.)

Display Classified (DC) Advertising is not accepted for The Weekly Collegian.

Classified Word Ads

Classified Word Ads are accepted for The Weekly Collegian. The rates are the same for The Daily Collegian and The Weekly Collegian. Combination rates are available. (See the Classified Word Ads rate chart on page 6.)

Special policies apply to employment advertising. Please see the Policies section.

Classified Word Ads must be pre-paid, unless the advertiser has established credit.

The Digital Collegian also includes a searchable archive of The Daily Collegian. In 2002 The Digital Collegian delivered more than 6 million page views and the number grows every year.

We have banner ads available on The Digital Collegian, which can link to your existing website. Our graphics specialists will work with you at no extra charge to create the banner ads. Ads rotate through the website.

The Daily Collegian also provides an ftp site for use in sending electronic advertising. The site can be located at ftp://www.collegian.psu.edu. To access the site enter the above address in your internet browser. Once the ftp site appears there will be several folders listed. Ads should be placed in the folder called Digital Ads. Please call to confirm with an account executive that an advertisement was received and inserted for the correct date of publication.


Web Ad Rates

Web advertising is based on CPM Rate -- Cost Per 1,000 views. The Weekly Rate applies to a calendar week. Monthly, quarterly and annual periods start on the first day of a month.

Collegian Magazine

Established July 8, 1980, Collegian Magazine is Penn State's feature magazine for special events and special topics.

The magazine uses the Modular Display Sizes. (All ad sizes are listed in Technical Specifications.)

The business manager will assign premium positions based on requests from advertisers. Because of the limited number of premium positions available, it is not always possible to honor advertisers' requests. Rates for premium positions are listed below.

Spot color and full color are always available for the back cover. Spot color and full color are generally available on other pages. (Color rates for all Collegian publications are listed in the Color section on Page 13).

Centerfold ads may include the gutter between the two center pages. There is no extra charge for the gutter. Position is not guaranteed for "ROP" (run of the press) ads.

Stadium Issue Discount Rates

Following are volume discount rates for advertisers who schedule all eight Stadium Issues of Collegian Magazine.

All football contracts must be signed by Wednesday, Aug. 11, 2004.

Collegian Magazine will publish seven Stadium Issues for home football games. These issues will be distributed separately from The Daily Collegian. Copies will be distributed free at Beaver Stadium. Extra copies will be distributed free at off-campus locations.

These rates reflect a discount of approximately 25 percent.

Technical Specifications

Collegian publications are printed offset on newsprint from page negatives. The negatives are generated digitally and transferred by File Transfer Protocol to our contracted printer.

Collegian publications can accept prepared advertisements made with a halftone screen from 85 lines to 100 lines. With digital file formats this translates to a page resolution not exceeding 200 dots per inch.

Photographs and other artwork can be submitted for the preparation of advertising.

Double trucks: Gutter between pages is 4.5 picas for The Daily Collegian, The Weekly Collegian and Collegian Magazine. There is no charge for the gutter. (A double truck is any two facing pages of advertising.)

The negatives and printing press plates for double truck advertisements are spliced together at the Collegian's out-sourced printer. Designers should take this in consideration when composing these advertisements. For best results double truck advertisements should provide an empty area every 72 picas for the splice. (The maximum page width of the Collegian printer's imagesetter is 72 picas.)

If the advertiser chooses to prepare ads for publication, Collegian requests that all advertisements for Collegian publications be submitted in the following formats:

  1. Negatives.
    Emulsion-side down, reverse format. Due to the vulnerability of negatives to scratches and other damage, Collegian reserves the right to request separate negatives for each insertion date.
  2. Digital formats.
    Encapsulated PostScript (EPS) or Portable Document Format (PDF). Additional file formats are acceptable.


Sending Digital Files To Collegian

Digital files may be transmitted to Collegian by FTP, 3.5-inch diskette, Iomega Zip 100, CD-R (please do not leave the volume open). Files may be compressed before transmittal using WinZip, Stuff-It, or any standard compression algorithm. For additional information, please contact your Collegian account executive.


Submitting Ads In Digital Formats

Fonts

Fonts are specific to individual computers. Fonts that appear on your machine will not necessarily appear on Collegian computers.

Most graphics programs can convert fonts to curves. Converting to curves saves your text as a graphic, preserving the visual integrity of your ad. Please convert your text objects to curves before sending the file to Collegian.

If your text is not stored as curves and Collegian does not have a matching font, we will substitute a font to match your intended font to the best of our ability. Please submit a paper copy of your ad along with the digital file so that we may refer to your intended fonts.

Color Specifications

Color Advertising

Color is available in all Collegian publications. Because of its impact on readers, color increases the effectiveness of your advertising.

If you have a specific project in mind, your Collegian account executive can obtain the specific information you need.

The following is basic information about the procedures for color advertising:

Black does not count as a color for color rates.

Many spot colors are available to Collegian advertisers. Collegian uses a Pantone Matching System Color Palette as a source for spot colors.

Occasionally the press configuration limits the use of specific colors. Collegian will make every effort to match the color requested with the color used.

"One-spot color" is the use of one color in an advertisement. The color can be solid or tinted in the same ad to give the appearance of more than one shade of the same color.

"Two-spot color" and "three-spot color" are the use of more than one color in an advertisement. The colors can be solid or tinted in the same ad. The spot colors may also be combined to produce an additional color.

For example, yellow and blue can be selected as two spot colors for an ad. The same ad can also use green, which is a combination of yellow and blue. This would still be considered two spot colors.

"Process color" -- also called "full color" -- is used to reproduce color photographs and other full-color artwork. Process color is the special use of red, yellow, blue and black to produce a full range of colors.

Advertisers may provide color materials or color materials can be prepared by Collegian. (There is no charge for this service.) Color ads can be prepared from artwork and photographs. Material and size restrictions may apply.

Preprinted Advertising

  • Net Open Rate (9,000 or more): $101 per 1,000 inserts.
  • Preprinted Advertising is accepted for The Daily Collegian only. Preprints are not accepted for The Weekly Collegian and Collegian Magazine.
  • Minimum number of inserts: 1,000.
  • The normal full-run number of inserts during the Fall Semester and Spring Semester is 19,000.
    (The full run for a particular issue may be greater than the normal full run.)
  • The normal full-run number of inserts during the Summer Semester is 9,000.
    (The full run for a particular issue may be greater than the normal full run.)
  • Maximum preprint size: 11 inches by 12 inches.
  • For best results, preprints should be close to the maximum size.
  • Generally, only one preprint is accepted per issue on a first-request basis. A request is recognized when a signed, dated insertion is received.
  • No inserts are scheduled for Friday issues of The Daily Collegian.
  • No inserts are accepted for the day following the general election -- Tuesday, Nov. 2, 2004. (The reason for this is we will schedule late press deadlines in order to cover late election results.)
  • No inserts are accepted for the first issue of either Fall Semester or Spring Semester.
  • No inserts are accepted for the last issues of either Fall Semester or Spring Semester.
  • No preprints are distributed through the U.S. mail.

The deadline for scheduling a preprint for The Daily Collegian is normally 4 p.m. four business days before publication.

Preprints canceled or postponed after the final deadline are subject to a Cancellation Charge of $7 per 1,000 copies.

There is a 15% premium charge for preprints carrying third-party advertising. Decisions on accepting such preprints are made on a case-by-case basis.


Bulk discounts

A bulk discount is available for advertisers who insert more than 38,000 pieces between Aug. 16, 2004 and Aug. 15, 2005. These rates are as follows:

Policies

1. Operating Principles

1.1 The dual mission of Collegian Inc. is to publish a quality campus newspaper and to provide a rewarding educational experience for the student staff members.

1.2 As part of its mission, Collegian Inc. will provide a valuable marketing medium to its advertisers. Collegian Inc. is self-supporting and derives more than 80 percent of its budget from advertising revenue.

1.3 Collegian Inc. will strive to carry out good business practices. Good business practices for a publishing organization include stating advertising rates and policies clearly and applying rates and policies consistently.

1.4 The business manager is a student who is the executive in charge of the Business Division. The business manager has the final responsibility and authority for advertising content. The business manager also has day-to-day responsibility for all policies regarding advertising.

1.5 The editor is a student who is the executive in charge of the News Division. The editor has the final responsibility and authority for news and opinion content. The editor also has day-to-day authority for all news operations.

1.6 The Business Division and the News Division are separate. The roles of the editor and the business manager do not overlap. The business manager does not influence news content and coverage. The editor does not influence advertising content or acceptance.

2. Advertising Acceptability

2.1 All advertising is subject to the approval of the business manager, who reserves the right to refuse any advertising.

2.2 Only the publication of an ad signifies acceptance by Collegian Inc.

2.3 The advertiser and, if applicable, the advertising agency, assume liability for all content (including text and illustrations). The advertiser and, if applicable, the advertising agency, also assume responsibility for any claims made against Collegian Inc. arising from the publication of the advertisement.

2.4 Collegian Inc. reserves the right to change rates, specifications, policies and publishing schedules.

2.5 Collegian Inc. reserves the right to refuse or to change advertising that is felt to be in poor taste or judgment; that is ambiguously or deceptively worded or portrayed, making the product or service unclear or open to misrepresentation; that advertises illegal organizations or activities; that maligns identifiable persons, races, religions or professions; or that is not within the reasonable boundaries of accuracy and truthfulness.

2.6 Collegian Inc. will not knowingly print or publish any advertisement that violates a law.

2.7 Collegian Inc. will not knowingly print or publish any notice or advertisement relating to employment or membership indicating any preference, limitation, specification or discrimination based upon race, color, sexual orientation, religious creed, ancestry, age, sex, national origin, veteran status, handicap or disability.

2.8 Collegian Inc. will not deliberately publish an advertisement upside down, sideways or in any other form that would appear to be an error on the part of Collegian Inc.

2.9 Collegian Inc. will not publish an advertisement that is unreadable due to small or illegible copy.

2.10 Collegian Inc. will not print any copy that simulates reading matter or cannot readily be recognized as advertising. Collegian reserves the right to change the format of such advertising and to identify these as paid advertisements.

2.11 Any advertisement which offers opinions, presents allegations, or advocates a position with regard to social or political issues must contain the name of the sponsoring individual or organization. Any individual placing such advertising as "local" advertising is required to present proof of identification.

2.12 Collegian will not publish advertising which violates federal copyright laws. Advertising must not include illustrations or reproductions from other publications without written permission from those publications.

2.13 Advertising may contain black-and-white reproductions of U.S. currency provided that the reproduction is either (a.) not more than three-fourths actual size; or (b.) at least 1.5 times actual size.

2.14 No advertisement or changes will be accepted by telephone unless approved by the business manager. Collegian Inc. is not responsible for orders, cancellations or changes given over the telephone. (Exception: Classified Word Ads and changes can be accepted over the telephone, if the advertiser has a Classified Advertising Account.)

2.15 The names of people who place advertising are not normally made public. However, Collegian Inc. reserves the right to release names upon proper request from appropriate law enforcement agencies or due to other circumstances.

2.16 Collegian Inc. is not responsible for the return of materials submitted for the preparation of the final advertisement.

2.17 A private individual may not place an ad that contains a photograph of a person. Advertising that contains a photograph, that does not have the intention of promoting a particular product, service or event will not be accepted.

2.18 The advertiser must provide an English translation for any ad or portion of an ad which will be published in a language other than English.

2.19 Collegian Inc. will not accept advertising for movies with a rating of X. Advertising for products determined to be of a pornographic nature will not be accepted. The business manager will be the final judge in such cases.

2.20 Advertising for ghost-written academic work, such as research papers, is not accepted.

Real Estate Advertising

2.21 All real estate advertising in Collegian publications is subject to the Federal Fair Housing Act (1989), which makes it illegal to advertise any preference, limitation or discrimination based on race, color, religion, sex, handicap, familial status, national origin, age, lawful source of income, marital status or sexual orientation, or intention to make any such preferences, limitations or discrimination.

Employment Advertising

2.22 Help-wanted ads must state the nature of the work offered; they must be free from deception regarding the kind of work.

2.23 Ads for sales help must state the work is sales and must list the product or service to be sold, in either specific or general terms.

2.24 Help-wanted ads must state the method of pay -- whether wages, salary, commission, guarantee, draw, bonus, fee or other method.

2.25 Figures for possible or average earnings based on commissions or bonuses are not permitted.

2.26 Ads placed by employment agencies must state that the advertiser is an agency.

2.27 Advertisements that promote the use or distribution of envelope stuffing or other work-at-home employment will not be accepted for publication by Collegian Inc.

Political Advertising

2.28 Political advertisements for campaigns covered by state and federal election laws must bear the words "paid political advertisement" and plainly identify the sponsor in accord with the laws. Under the laws, the advertiser (not the newspaper) is responsible for compliance. Political advertisements must be prepaid.

Advertising for E-Commerce Websites, "900" Telephone Services, Mail and Telephone Order Services

2.29 Prepayment is required from all advertisers who have been in business for less than one year.

2.30 A sample of any item being offered must be furnished to Collegian Inc. prior to the publication of advertising.

2.31 Additional information, including credit references, may also be required.

2.32 Collegian Inc. may routinely make inquiries about the advertiser from the appropriate regional postal inspectors of the U.S. Postal Service or other appropriate government agencies.

Travel Agencies Outside of Centre County

2.33 Travel agencies outside of Centre County who wish to advertise in Collegian publications must have been in business at least one year. Collegian requires specific information about the business, including credit references.

Placement

2.34 For Display Classified (DC) Advertising, special sections and premium magazine pages, placement and/or page position are guaranteed.

2.35 Guaranteed Placement is available at an extra cost. Please ask your account executive for further details.

2.36 Advertisers may request placement in a particular section, such as Sports Section or Weekend Section. Such requests will be honored when possible, as determined by Collegian Inc.

Acceptance

2.37 Submitting an advertising insertion order to Collegian Inc. signifies agreement to these policies by the advertiser and, if applicable, the advertising agency.

3. Annual Contracts

3.1 Collegian Inc. offers annual contracts for Display Advertising. Under the terms of the contracts, Collegian Inc. offers a lower advertising rate in exchange for the advertiser's guarantee of a specific minimum volume of advertising.

3.2 All 2004-2005 contracts automatically terminate Aug. 15, 2005.

3.3 Advertisers who exceed their contracts by 1,000 inches or more shall automatically be billed at the next lower contract increment rate. The maximum discount available is the 4,000-inch contract.

3.4 If the advertiser fails to schedule the minimum volume of advertising by the expiration date, the advertiser must pay the lesser of the following amounts no later than Sept. 15, 2004.

  1. The contract rate for the unused inches guaranteed in the contract.
  2. For 500-inch contracts: For all inches used, the difference between the contract rate and the open rate in effect during the term of the contract.

    For 1,000-inch, 1,500-inch, 2,000-inch, 3,000-inch, and 4,000-inch contracts: For all inches used, the difference between the contract rate and the annual rate that would apply based on the actual number of inches used.

4. Payment

4.1 Payment may be made at the Collegian business counter during normal business hours. Normal business hours are 8:30 a.m. to 5 p.m. weekdays while Penn State classes are in session.

4.2 Pre-payments for display ads may be mailed to:

4.3 Checks may be made payable to Collegian Inc.

4.4 Any checks returned to Collegian for any reason are subject to a $20 processing fee.

4.5 All advertising must be paid for in advance unless the advertiser has established an active credit account with Collegian Inc.

4.6 Collegian Inc. reserves the right to require pre-payment for any advertising, even if a credit account has been established. Payments on account may be mailed to:

4.7 Collegian Inc. reserves the right to require pre-payment for any advertising relating to a "going-out-of-business" or a "quitting business" promotion or sale.

4.8 All student organizations handling funds through Associated Student Activities (ASA), and all University departments must submit purchase orders with each advertisement. IDT's (Interdepartmental Transfers) are not accepted.

4.9 Political advertisements must be paid for in advance. Political advertisements must conform to Collegian Policy No. 2.28.

5. Credit and Billing

5.1 All advertisers are required to pay in advance, unless a credit application is properly completed by the advertiser and approved by Collegian Inc.

5.2 Advertising statements are normally mailed monthly reflecting all advertising placed during a calendar month.

5.3 To qualify for credit, a business must have been actively operating for a minimum of six months. Collegian Inc. reserves the right to establish a credit ceiling. All credit accounts are evaluated monthly.

5.4 The credit application must be based on the person or organization that will ultimately be responsible for timely payment. For example, a credit application cannot be based on a parent company or an affiliated company unless the parent or affiliate accepts full responsibility for paying the bill.

5.5 Once credit is approved, payment in full is due on or before the final day of the month following insertion. In the event that payment is not made within 30 days after the statement date, a late payment charge of 1.5 percent monthly will be imposed.

5.6 Any advertiser appearing on the Collegian "Past Due List" will be prohibited from advertising until the past due balance of the account is paid in full.

5.7 Collegian Inc. reserves the right to withdraw or restrict credit privileges for any reason, including a poor payment history.

5.8 Centre County Court of Common Pleas shall have exclusive jurisdiction over all claims and controversies involving advertising placed or payment due. Advertisers submit to jurisdiction of Centre County Court and agree to pay all reasonable collection fees and attorney fees Collegian may incur in collection of past-due amounts.

6. Errors and Adjustments

6.1 If a scheduled advertisement must be canceled by Collegian Inc., a member of the Business Division will make a reasonable effort to notify the advertiser in advance of the scheduled publication date.

6.2 If Collegian Inc. discovers that a scheduled advertisement was not published due to an error on the part of Collegian Inc. or due to any other reason, a member of the Business Division will make a reasonable effort to notify the advertiser as soon as possible.

6.3 Collegian Inc. shall not be responsible for errors which do not materially decrease the value of the advertisement.

6.4 Collegian Inc. shall not be responsible for any errors when copy, illustrations or any required materials are submitted after the closing times listed in the current Rate Book.

6.5 Collegian Inc. shall not be responsible for any errors or omissions arising from copy, illustrations or any other materials submitted by the advertiser or, if applicable, the advertising agency.

6.6 Liability for any error is limited to the cost of the space occupied by the erroneous advertisement.

6.7 Liability for any error is limited to the first insertion of the erroneous advertisement.

6.8 Unless the business manager is notified within FIVE BUSINESS DAYS after an erroneous ad has been published, adjustment for the error will be refused.

6.9 Adjustments due to errors on the part of Collegian Inc. will be made on a percentage basis by calculating the percentage the error detracts from the effectiveness of the total advertising message. The business manager will be the final judge in such cases.

6.10 In lieu of an adjustment, Collegian Inc. may elect to publish a corrected advertisement in the next available issue at no additional charge to the advertiser.

6.11 Claims for adjustments due to billing errors must be made within FIVE BUSINESS DAYS after receiving the bill.

6.12 Authorized refunds will be issued by Collegian Inc. in the form of a credit memo or a payment at the customer's option. If the customer elects payment, a check must be issued if the amount of the refund exceeds $10.

7. Snow Days or Other Emergencies

7.1 If an issue of The Daily Collegian is being printed or distributed when Penn State cancels classes, Collegian will distribute newspapers in as timely a manner as possible and will make efforts to distribute as many copies as possible. No adjustments will be made.

7.2 If Penn State cancels classes before Collegian is printed or distributed, Collegian will make every effort to contact advertisers and will schedule ads in the next available publication.

8. Cancellations

8.1 Advertisers may make cancellations at no charge before the closing times listed in the Rate Book.

8.2 Advertisers may make cancellations at full charge after the closing times listed in the Rate Book.

8.3 The Cancellation Charge for Preprinted Advertising inserts is $6 per 1,000 copies. This Cancellation Charge applies when preprints are canceled after the closing times listed in the Rate Book.
