Consolidated version of Directive 67/548/EEC

Since the adoption in 1967 of the first directive on classification, packaging and labelling of dangerous substances (Council Directive 67/548/EEC), Community legislation has constantly been updated in order to take into account scientific and technical progress. This ensures a high level of protection of man and the environment, as well as the correct functioning of the internal market.

Until now, Directive 67/548/EEC has been amended nine times (9th Amendment: Directive 1999/33/EC) and adapted to technical progress twenty-eight times (28th ATP: Directive 2001/59/EC) . It is for this reason that the services of the Commission, pending the adoption of a formally codified text, have prepared, informally and for information only, an updated version of Directive 67/548/EEC (consisting of Directive 92/32/EEC) and its Annexes II to IX. (Classification, packaging and labelling of dangerous substances in the European Union. 2 volumes)

The main body of Annex I, which lists about five thousand dangerous substances with their classification and labelling, has not been included, given its volume and specificity.

Directive 92/32/EEC  is available in html format. The text of Annex I (~165K) (Foreword only), Annex II (~40K), Annex III (~165K), Annex IV (~145K), Annex V, Annex VI (~260K), Annex VII (~130K), Annex VIII (~10K) and Annex IX (~5K) are now available and can be downloaded in pdf format.
